Railway Board issued Instruction regarding issuing Circular on Federation Demands

CIRCULAR

The practice to be followed while issuing instructions/ policy circulars where the matter has been taken up by Federations (AIRF/ NFIR) in DC/JCM or PNM fora etc. has been laid down in Board’s circular No.E(LR) 12007/JCM 2-3 dated 11.06.2007 (copy given overleaf). These instructions were last reiterated on 06.10.2015.
Instances have however recently been brought to the notice by Federations that the instructions contained in Board’s circular cited above are not being followed properly.

It is therefore again requested to ensure that the instructions contained in Board’s circular dated 11.06.2007 are scrupulously followed.

In the recent past, Federations have pointed out in various cases that while issuing instructions/ policy circulars by different Directorates of Railway Board, different practices are being followed regarding mentioning the facts if the item was taken up by Federations in DC/JCM or PNM fora etc. In order to streamline the procedure following practice should be followed henceforth:-

Railway Board Orders(I) If a particular issue was raised in DC/JCM it will be mentioned as “Staff side have raised ” while issuing instructions/policy circulars.

(II) If the issue has been raised in PNM forum, by AIRF or NFIR, the same will be quoted while issuing instructions/policy circular as “In the PNM/AIRF or PNM/NFIR (as the case may be) Meeting with Board, the Federation ”

(III) However, in case one of the Federations, AIRF or NFIR have taken up the particular issue in PNM and other Federation has written a letter on the same issue, in such cases while issuing policy circulars/ instructions by Railway Board only reference of PNM will be mentioned, for example, if an item has taken up in AIRF-PNM and NFIR has written a letter then only reference of PNM of AIRF will be made in the policy circular.

Similar practice will also be followed while recording minutes or Record Note of discussions i.e in case of DC/JCM the words “Staff Side” will be used while in PNM meetings word “Federation” wiII be used.
