Reason for delaying 7th CPC Pay to Employees of Autonomous Bodies

AUTONOMOUS BODIES — REVISION OF PAY AND PENSION — LIKELY TO BE DELAYED — GOVERNMENT ORDERED COMPLETE PERFORMANCE REVIEW AND RESTRUCTURING OF ALL AUTONOMOUS BODIES.

Ministry of Finance has ordered implementation of the recommendations of Expenditure Management Commission (EMC) on Autonomous bodies, which highlights the need for periodic reviews of the working of Autonomous bodies of Ministries/Departments WITH A VIEW TO EXAMINE THE SCOPE FOR THEIR MERGER, DISENGAGEMENT, CLOSURE OR CORPORATISATION. The General Financial Rules of Government of India (GFR) also provide for periodical review of Autonomous bodies. Copy of GFR enclosed.

In view of the above decision of the Government, there is every possibility of delaying the revision of Pay and Pension of Autonomous body employees and Pensioners .

  1. It doe’nt have sense to hold payment to pentioners, with the plea that an assessment of autonomous bodies and it’s functioning. The serving Employees have been paid DA and 7CPC. How pensioners are going to play a role in the assessment. It not sane to put the pensioners under pressure who are spending their evening of life fighting disease and other miriad problems. It really bad on the government to ignore very very senior citizens.

    Implementation of 7th Pay commission recommendations to the Autonomous bodies is approved after a lapse of more than a year. However, the same for the Pensioners is yet to be done. Has the Govt. forgotten the pensioners or has plans to issue necessary orders in the near future? Will they have to wait for one more year?

  3. No amount of naming and shaming the Government would help to release the legitimate dues of the retired employees of Autonomous Bodies by this Government. Assessment is a ploy deployed by the government to delay as much as possible the legitimate dues of the employees and pensioners. The brute majority being enjoyed by this Government is the cause of this kind of behaviour. Pension is a right as held by the Honourable Supreme Court and we may resort to legal recourse.

  4. whether we autmonus pensioners of icar will get da and 7th pay or not? since icar already said that 7thpay and da is only for servicing employees.no order received from FM.for automonus pensioners.this is first time govt,treating pensioners as a injustice.request fM TO REALEASE ORder to automonus pensioners.

    It is really depressing to note the treatment given by Government to pensioners of autonomous bodies by not giving them DR wef 1.7.2016.
    Most of these are very old people dependent on pension only.
    It is hoped that Govt will remove the injustice very early in the coming financial year.

    FIRST GOVT SHOULD RELEASE 7 CPC FOR AUTONOMOUS BODIES UNDER THE DIRECT CONTROL OF GOVT. OF INDIA AND LATER MIN. MAY TAKE APPROPRIATE ACTION, NOT NOW PLEASE.

  8. We pensioners are not able to understand the rationale behind awarding 7percent D.À for serving staff leaving the pensioners alone. It should be other way round.How many pensioners will live to enjoy the benefit of 7th. CPC .It is already delayed.How long will take to reorganize more than 600 @autonomous bodies.I think it would take more than a decade.What the Govt. doing so long.
