ThisĀ 7th Pay Commission Projected Pay Scale is arrived by using comparative analysis applied in the past six pay commission recommendations. This is the first ever report published in a blog and suggested that approximately 3.0 will be the multiplication factor which will be used to arrive revised pay of 7th pay commission. Based on this the report is prepared .

How to arriveĀ 7th Pay Commission Projected Pay Scale ?

Being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.

How the pay of a govt. employee had been fixed at the beginning of the Independence India.

Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.

All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.

In the first pay commission the concept of ā€˜living wageā€™ was adopted.

In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.

The third pay commission adopted the concept of ā€˜need based wageā€™

The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.

In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didnā€™t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and public sector not necessarily the same. There were essential differences between the two sectors.

The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man

What about seventh pay commission?

Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7th pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.

But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ā€˜common multiplying factorā€™ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ā€˜3ā€™.     Soldiers are getting low basic pay,grade pay and MSP.
    officers getting msp 2times morethan soldier,but it should be the same why because soldiers are working morethan officers why this differance.
    And they arededicated there lifes at the borders.
    And also no respect in anywhere.
    If we think abot ration for soldiers they are getting low and if we compare from outside they are not getting ration with that amount.
    Soldiers are facing moreproblems without quarters,
    Insufficiant quarters for soldiers but officers getting quarters at the time of arrival from posting to new unit.
    If we talking abot foreign countries no differance between soldier and officers and getting
    same pay scales,if anyone flyer then getting flying allowance,technicians getting technical allowances thatsall
    Here much differance,
    As a PBORs getting gross salary 35 k even completing 22 yrs of service but officer getting 1lakh and above even his completing 12 yrs of service why PBORs serve for this payments and no promotions nothing is there in time.Change these british rules,PBORs are indians not a servents of officers.Officers are not a britishers they r indians
    Officers are using soldiers like a sweeper,shoes polish boy,toilet cleaners at there homes.
    Think abot Soldiers sir.

  6. Sir, i just let you know about the soldiers of BORDER SECURITY FORCE is very lower standard condition rather than other defending force’s, we can’nt complicated with C.I.S.F IITBP AIR FORCE ARMY etc. ..” because its our BhARAT Force”
    But B.S.F are the 1st defencing line other than all PARA MILITARY FORCE’s, B.S.F must have all the facilities as other indoor Forces and also B.S.F fights with rangers and militants of the state’s too.. so, why not sir look after the “BORDER MAN”

  7. after observing comments of my brothers, i can say payments should be fixed in such a way that it commensurates with ” how a public servant leads a life inter-alia with his qualification and responsibility entrusted”. It should take into his social status so as to encourage today’s youngster’s to join civil service.

    7th CPC expectations will be belied, if they do not factor in the inflation. A lot has to be done to the pensioners and the future pensioners i.e. serving employees. The pragmatic approach should be to link with any best salary package. May be that grade pay may be done away with. Whjat about fitment benets of 40%?

    1. Be positive. There is no logic in three scales/ grade pay in PB3 instead of ONE scale in VIth PC. Pl don’t misguide pay commission.
    2. Grade Pay has created so many anomalies and must be abolished.
    3. PB4 scales should be reduced only to 1.5 times of PB3 scales.

    Sir,
    The grade pay given to a soldier is very low even it is below to that of a sweeper of state government. When somebody ask a soldier his grade pay he feels ashamed badly.As we all know that the grade pay is very much symbolic to the status of job.
    Moreover,the technicians who work on various sophisticated aircrafts their pay is not commensurate to their work.Unlike anyother organisation defence personnels get one day off in a week only theoretically practically they remain on work 24Ɨ7.They are told only when to come for work not when to leave……I personally witnessed the situation of PBORs in defence is truelly pathetic and it is further aggravated by their officers who are simply enjoying the same forces as the Britishers did.Jst like Monarch and Subject.
    Hope ur forum will project my plea to the right ears.

    Aaj kal k zamanay main hamara desh ka jawan sabse zyada duty karta hai aur sabse kam paisa kamata hai aur sabse kam facility hai aur hindustan ka officer sab se kam kaam karta hai aur sabse zyada paisa kamata hai aur sabse zyada facility hai yeh hamaray desh k chalanay waloon par sharam ki baat hai ki unhoonay aisa kanoon banaya hai agar kaam main antr hoota lakin paisa kaam ka milna chahiye hamara fooj ka jawan ghar se door aur paisa kam lakin officer pariwar k saath aur paisa zyada kya trakie karaygaa hamara desh.

    Sir my query is regarding the difference between DA and field allowance to Officers and other ranks in defence forces while both works in same conditions and climate but all duties are done by soldiers and moreover the soldiers give protection to their officer and their families by staking own life. So plz sir sure that in this pay scale there should be no much difference between pay scales of officers and other ranks in army.

  31. It seems that the proposal of 7th Pay Commission is making the Group ‘C’ employees as Pony. Because a Pony work is too hard than human beings. On the contrary Pony gets only his own lively hood. Just like the proposal of 7th Pay Commission Group ‘C’ is as vary from the other Group

    While implementing 7th CPC, a ceiling limit like 3rd,4th and 5th CPC on HRA and DA should be put on P.B 4.at least. Other wise a huge amount of public money will be swallowed by these white color staffs.And also taken on account of Unorganized Sector employees salaries.CEA re-reimbursement should also be put under scrutiny. present system of not to submit any certificate is wrong and encouraging corruption.Even child below 2 1/2 years forced to go to school for lure of money.Finally I wish to point out that,DA hike may not be much difference between a Class IV employ and Class I employee because all are purchasing essential commodities from the same market price.

    7th CPC is only favour on Group A officers rank. But Group C is unfavour. All CPC’s is only favour on Gazetted Rank officers. it is highly condemn. Salary is common for all. it has to be standardized. % of hike is common for all. Kindly it is to be noted.

    Even though all pay commissions were very much good but they did not give much to the typist cader and steno cader( personnel) I was recruited to typist ccader in 1989 but till date i could not get a promotion. I hope this is the compliant that is being heard from all typist people. Please look into the matter. Since we belong to personnel cader no body care for us.

    Asm category ka pay minimum 4200 gp hona chahiye.kyoki is post par work load bahut jyada h.or road side station par commercial work karvayajata h.iske liye alag se allowance diya jana chahiye
    Sir 2012 tak road side station par mic allowance milata tha lekin ab usko bhi band kar diya.lekin asm hi allowance kar rahe so sir isko dubara suru kiya jaye

  40. Sir, Entry pay is calculated by multiplying by 3 to pay band and grade pay. Here DA is not taken into consideration, what about those who in same pay band and grade pay have already crossed the entry pay.
