OFFICE MEMORANDUM

Subject : Fixation of ‘range of seniority’ (zone of promotion) for promotion of Stenographers Grade ‘D’ to Personal Assistant (PA) Grade of CSSS for the Select list Year 2010.

The undersigned is directed to refer to this Department’s Order No.20/51/2009-CS.II dated 27.1.2011 vide which it has been decided, inter-alia, to fill up all existing direct recruitment vacancies in the PA grade only by way of promotion through seniority quota as a one-time measure. In addition to the vacancies of PAs earmarked for direct recruitment, the vacancies of PAs earmarked to be filled up through Seniority Quota (SQ) for SL year 2010 are also being filled up by way of promotion through SQ. Accordingly, it has been decided to fix the ‘range of seniority’ (zone of promotion) for making additions to the Select List of PA Grade (Seniority Quota) of CSSS for the Select List Year 2010 as follows:

General Category :-All unabsorbed and eligible Stenos Grade ‘D’ of the previous zones and Stenos Grade ‘D’ upto the Select List Year 1995

SC Category :-All unabsorbed and eligible Stenos Grade ‘D’ of the previous zones and Stenos Grade ‘D’ upto the Select List Year 1999.

ST Category:-  All unabsorbed and eligible Stenos Grade ‘D’ of the previous zones and Stenos Grade ‘D’ upto the Select List Year 1999.

3. After the issuance of regular panels of PPS and PS, if required, the zone of promotion may be further extended keeping in view the exact number of chain vacancies percolated in the PA grade due to cadre review of CSSS.

4. All the Cadre Units of CSSS are requested to place the cases of all eligible Stenographers Grade ‘D’, who are covered within the prescribed ‘range of seniority’ and who have not yet been included in the Select List of PAs of CSSS, before the Departmental Promotion Committee (DPC) to assess their suitability or otherwise for promotion to the PA Grade of CSSS. The recommendations of the DPC along-with vigilance clearance in respect of all the eligible officer(s) concerned who are working in their Cadres Units including those who have been transferred to their Cadre Units from other Cadre Units on their ad-hoc promotion to PA Grade of CSSS, may be furnished to this Department in the Annexures – I. II & III.

5. The details of Steno Grade ‘D’ figuring in the zone who have already been promoted/debarred in the earlier Select Lists of PAs may be indicated in the Annexure-IV and detailed incumbency position in the PA grade may be furnished to this Department in the Annexure-V.

6. Cadre Units are also requested to get the Annexure-VI filled up from the concerned Steno Grade ‘D’ who have been found suitable for promotion as PA and forward the same along with the recommendations of the DPC and vigilance clearance. In case, no option for preference for posting is received from any official, the nomination/transfer shall be made keeping in view the number of vacancies in Cadre Units of CSSS. It is requested that complete information in the prescribed annexures may be furnished to this Department Latest by 16.3.2012 positively so that a consolidated order may be issued by this Department .

    Sir,
    I wish like to bring your kind attention to my grievance regarding seniority of LDC’s. I am a direct recruited LDC in a Central Government Office. Our department has issued a seniority list based on the date of approval for regularization and the sequence/order in which the names appear in the approval on the list approved by the Chairman (merit has not been considered).
    2. As per the the DoPT guidelines, the relative seniority of all direct recruits is determined by the order of merit in which they are selected for such appointment on the recommendations of the UPSC or other selecting authority, persons appointed as a result of an earlier selection being senior to those appointed as a result of a subsequent selection. However, the Department has issued the orders (Seniority structure).
    3. Sir, is it justified to all the direct recruited LDC’s as the seniority has been made on the basis of first come first basis list. I hope you will humbly consider the matter & make a way out for us.

  2. Respected Kameshwar Mishra Sir,

    Kindly extend the same to the Stenographers Gr.I and Stenographers Gr.II of Subordinate Cadre Ministerial Staff (Field Offices/Field Formations),(such as Central Electricity Authority, CPWD, GSI, Survey of Indis, CWC, Archeorological Survey of India, Kendriya Vidyalayas, Navodaya Vidyalaya Samithi, Central Pollution Control Board etc.,) those who are rendered the service of 20 – 30 years and did not get any promotion as Personal Assistant or Personal Secretary and they are remain in the same cadre until their retirement.

    Atleast their Grade Pay may kindly beenhanced from Rs. 4200/- to Rs.4600/- and from Rs.4600/- to Rs.4800/- at par with Grade “C” Stenographers of CSS Cadre (Personal Assistants) in Ministries and other Administrative Offices located/situated in Metropolitan Cities.

    What is my intention (To bring to your kind notice) that uniformity may kindly be extended to all the Central Government Employees whether CSS Cadre o Subordinate Cadre Ministerial Staff of Field Offices / Field Formations. Why this proposal? because,
    1. For that the minimum qualification is the same for appearing the competitive exam, which will be conducted by Staff Selection Commission.
    2. For that the type of examination is the same.
    3. For that the minimum Basic Pay is the same at the time of joining in service either by CSS Cadre Employee or Subordinate Cadre Ministerial Staff.
    4. For that the Category “X” (CSS Cadre), “Y” (Subordinate Cadre) or “Z” (Delhi Development Authority) all are appearing the exam conducted by Staff Selection Commission.
    5. For that as my Junior Counterparts in CSS Cadre are drawing the more Basic Pay and more Grade Pay
    6. For that my Junior Counterparts in CSS Cadre are got the promoton as Personal Assistants and drawing the Grade Pay of Rs. 4800/- w.e.f. 01/09/2008 onwards as per MACP Scheme of VI Central Pa Commission whereas myself and my other counterparts in All India Subordinate Cadre Ministerial Staff are drawing the Grade Pay of Rs.4200/- w.e.f. 01/01/2006 onwards.
    7. For that Assistants in All India Subordinate Cadre Ministerial Staff are drawing the GradePay of Rs.4600/- only w.e.f. 01/09/2008 onwards, those who completed the continuous service of 30 years whereas their Counterparts (Assisants in CSS Cadre) are drawing the Grade Pay of Rs.4800/- or Rs.5400/-(in some caes), which makes frustration amongst the Assistants of Subordinate Cadre Ministerial Staff.
    8. For that in some Central Government Offices, some Assistants of Subordinate Cadre (Drawing the Grade Pay of Rs.4600/-) are working under the administrative control their Junior Counterparts in CSS Cadre who are drawing the Grade ay of Rs.4800/- or in some cases Rs. 5400/-
    9. In view of the above, myself (An employee of Subordinate Cadre Ministerial Staff) requesting your honour and with humble request to kindly extend the same benefits to Subordinate Cadre Ministerial Staff.
    10. Further, the last but not the least, my humble request is to make a common seniority of all the Subordinate Cadre Ministerial Staff (Field Offices / Field Formations) (Like CSS Cadre Staff such as LDC, UDC, Grade”D” Steno, Personal Assistants, Assistants, Persona Secretaries) under the Administrative Control of Department of Personnel & Training.
