OFFICE MEMORANDUM

Subject: Clarification  on  increase  in  certain allowances  by  25% as a  result  of enhancement of Dearness Allowances w.e.f. 1.-1.-2011

On  the  above  mentioned  subject,  it  is  stated that  consequent  upon enhancement of Dearness Allowance payable to Central Government employees @ 51% w.e.f.  1st  January, 2011  vide Ministry of Finance, Department of Expenditure O.M.  No.1(2)/2011-E-I1  (l3)  dated  24th    March, 2011,  the following points  are clarified:

  • a) The annual ceiling limit for reimbursement of Children Education Allowance  shall  be Rs.15,000/-  per  child.  Accordingly,  the  quarterly  claim  could  be more than Rs.3750/- in one quarter and less than Rs.3750/- in another quarter subject to the annual ceiling of Rs.15,000/- per child and Hostel Subsidy shall be Rs.3750/- per month per child;
  • b)  The  rates  of  Special Allowance  for  Child  Care to  women  with disabilities stands revised to Rs. 1250/- per month; and
  • c) The  annual  ceiling for  reimbursement  of  education  allowance  for  disabled children of Government employees shall be treated  as revised to Rs.30,000/- per  annum per  child and the rates of Hostel Subsidy for disabled children of  Government employees shall  be treated as revised  from Rs.6000/-  per  child per month to Rs.75001- per child per month.

2.   These revisions are applicable with effect from 1st  January, 2011

3 .   These revisions shall be subject to other terms and conditions mentioned in this Department’s  O.M. No.12011/03/2008-Estt  (Allowance)  dated  2.9.2008  and O.M. No  1201 1/04/2008 dated  11.9.2008.

    Sir,
    I have joined in the Department of Post on dated 24-12-1984 as Postal Assistant.After passing Junior Accounts Officer Examination,I have posted as JAO on 28-12-2007 which has been merged with the Assistant Acounts Officer from 25-06-2009.No such any TBOP benifit I have received from the Department due to my Ad hoc promotion as JAO from 25-05-1999.As per MACP Order issued on dated 19-05-2009 by your good office vide illustration of 28B in the 3rd coloumn I am entitled to get 2nd Macp from 01-09-2008.
    Whether it is correct or wrong please confirm. Iam awaiting for your kind reply.

    sir,
    I was defenitely surprised by the way the Govt. depts. are behaving regarding the allowances as mentioned above. It is very clear from the clarifications issued by the DOPT what were needed really to clarify when DA crossed 50%.But many departments are willfully want further clarification to standing orders regarding increase of other allowances as issued in 2008 by the DOPT after 6th CPC.Is it not harassesment to the workers by depriving the genuine admissible amount ,by asking for further clarification which is not necessary when it was mentioned that allowances will increase automatically.Further the denial of such increase will in most of the offices result in loss of money in arrear,for example most of us in our AG(Audit) ASSAM did not get 15000 as children education allowance reimbursement even after enhencement when it was drawn as 12000 previously.

  5. Whenever DA % is increased 50%, HCA, Cashier allowance, Washing Allowance, Composite Transfer Grant,CEA, all non-interest bearing advances will get increased by 25%. Except CEA, no order has been issued so far by DOPT.

  7. Is there any provision of Arrear of Children Education Allowance at the increased rates for the period from 1-1-2011 to 31-3-2011 as reimbursement of CEA was earlier made @Rs.12000/- p.a. now it is @Rs.15,000/- p.a.

  8. An increase of 25% has been made Children Education Allowance w.e.f. 1-1-2011. I just want to know whether these increased rates will be apply for the period from 1-1-2011 to 31-3-2011 during the Session year 2010-2011 or not. Reimbursement of CEA @Rs.12000/- p.a. have already been made in March 2011.

  9. Sir, CPMF personnel are deployed at highly sensitive areas of the country for which some where drawing hardship/risk allowance and some where drawing dett allowance. Request clarify whether 25 % increase is applicable for risk allowance and dett allowance.

    New Delhi, May 4, 2011, you have given the order for certain allowances only where as it is not specified the other allowances which shown in earlier cases. Can u please arrange the DOPT order for 25% increase of all the components on increase of DA more than 50%tour (Like: Hotel rent,fooding,conveyance, festival advance etc.)? B’coze departments are not agreeing to increase without dopt clarification as given for children education allowance. Pl. help us the needful at the earliest to ease the staff member to avail the facilities

  12. What about the increase of 25% allowances in other cases eleborated in GOI letter dated Sept 2008. As the separate letter has only be issued in case of Children Education Allowances. Please given instruction.

    Can u please arrange the DOPT order about the 25% increase of all the components on tour (Like: Hotel rent,fooding,conveyance etc.)? B’coze departments are not agree to increase without dopt clarification as given for children education allowance. Pl. help us..
