OFFICE MEMORANDUM

Subject:- Model RRs for Stenographer posts in non-Secretariat Organizations.

The undersigned is directed to refer to this Department’s OM of even
number dated 1oth March, 2010 forwarding copy of the Model Recruitment Rules for Stenographers Grade II post in Non-Secretariat Organizations. The Model RRs for the posts of Stenographer Grade I, Private Secretary, Senior Private Secretary (Group B posts) have been reviewed in the light of 6Ih CPC recommendations on revision of pay scales, instructions issued by this Department, etc. Accordingly, the revised Model Recruitment Rules for the same applicable to the Stenographers in Non-Secretariat Organizations which are not part of the CSSS / RBSSS / IFS / AFHQSS or any other organized headquarter services are enclosed as Annexure to this Office Memorandum.

2. Ministries I Departments may review the existing rules and notify the revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomous/statutory bodies for adoption. The Ministry of Home Affairs are also requested to forward these Model RRs to the UT Administrations for appropriate action.

  1. Will anybody please tell me what happened to Sixth CPC Recommendation made in Para 3.1.10 (Page No.170) of its report, which is reproduced hereunder (though the most impractical recommendation made about Class-IV staff to be designated as MTS has been implemented in all the Govt. Deptts.:

    “Keeping in view the general principle envisaging multi-skilling and delayering that this Commission is recommending for the entire Government, no justification exists for maintaining a distinct Stenographers cadre in any Government office. The emphasis should be on recruiting multi-skilled personnel at Assistant level to be designated Executive Assistants who will discharge the functions of present day Assistants besides performing all the Stenographic functions. This should not be difficult as almost all the Central Government Offices now use Computers for office work. Keeping this objective in view where the Secretariat and Stenographers cadres would stand merged in future, there is a need for ensuring full parity between these two cadres right from this stage.”

  2. GR-III stenographers who joined IB in 1991 through SSC are not getting promotion after 20 years because IB comes under subordinate office whole other cadres are getting promotion merely in 5 to 6 years.

  3. I am working as Steno Gr. II in a field office of Ministry of MSME Government of India since Jan 2007 in the grade pay of Rs. 5000-8000 ( pre-rvised ) and Rs. 9300-34800 ( revised) with grade pay of Rs. 4200/-. Kindly confirm when my designation shall change after the issue of this memorandum

    Is there any possibility for implementation of parity between secretariat and non-secretariat stenographers. If yes, how long , non-secretariat will suffer.

  5. Disparity between CSS and non-secretariat organisations should end. Same pay and grade pay should be given to non-secretariat organisation stenographers with arrears.

    IN DELHI GOVT. RR ARE FRAMED AS UNDER :
    GR-III TO GR-II MINIMUM 5 YRS REGULAR SERVICE, ACTUAL POSITION IS THAT GR-III ARE NOT GETTING PROMOTION AFTRE 18 YRS.

    GR-II TO GR-I MINIMUM 8 YEARS REGULAR SERVICE, ACTUAL POSITION IS THA MORE THEN HALF ARE NOT FULFULLING THIS CONDITION AND POSTS ARE LYING VACANT DUE TO WANT OF ELIGIBLE CANDIDATES.

    IS THERE ANY BODY IN THIS GOVT. TO INTERVENE & SET THE RIGHT RRS ?

    I too join with yours’ views. Why govt. is showing disparity between CSS and subordinate staff. Earlier when they got 6500-200-10000 pay, then also we didn’t get it. Now again they got 4800 GP and after 4 years service 5400/- whereas we will get 4600/- and subsequently 4800/- We passed the same examination. But we selected in different departments (CSS & subordiante offices). Our qualification, skill, nature of work are same. But pay is different.
    We all should be together to make it point about the disparity.

  8. Respected Sir(s),

    As we all know, Govt. of India has placed the employees of subordinate offices, who were earlier in the pre-revised pay scale of Rs. 6500-10500/-, in the grade pay of Rs. 4600/-. Those who are working in the Ministries have been placed in the grade pay of Rs. 4800/- and after completion of 4 years of service, they would be given the grade pay of Rs. 5400/-.

    The employees of subordinate offices have been downgraded and put them behind 10 years (keeping in view the MACP to be given after 10 years). There should also be a provision to give them the grade pay of Rs. 5400/- at least after 6 years of continuous service (not after 4 years). Therefore, I humbly request the concerned authorities to kindly consider providing grade pay of Rs. 5400/- after at least 6 years of service to those who are working in the grade pay of Rs. 4600/- in subordinate/autonomous bodies as Private Secretaries/Section Officers and place the agenda in the ensuing meeting of the Anomaly Committee so that they may come out of the depression.

It is true that a great injustice is being done with Stenographers of Subordinate Offices, other than CSSS whereas the nature of work, duties and responsibilities performed by Stenographers of Subordinate Offices are same as compared to their counterpart stenographers of CSSS. The stenographers of CSSS are getting opportunity upto 8700/7600 and the Stenographers of subordinate offices hardly get 4600 or 4800 (under MACP) in their 30 years life. There should not be disparity in the grade pay. PLEASE COME TOGETHER ALL STENOGRAPHERS OF ALL SUBORDINATE OFFICES AND THINK ON THIS ISSUE. Email: [email protected]

  10. I have gone through your comments on the Model RRs for Stenographers in the subordinate offices, other than CSSS.
    We are working under the ICAR which is too an autonomous body but there is disparity in the Grade Pay between PS/PA of ICAR Headquarters and other constituent units of ICAR Society i.e. ICAR Institutes. Private Secretaries (PS) working at ICAR HQ are drawing higher Grade Pay of Rs.4800 in PB-2 and after completing four years in grade pay of Rs.4800, are drawing Rs.5400 in PB-3 whereas the Private Secretaries (PS) working at other constituent units (ICAR Institutes) have been given a lower grade pay of Rs.4600 in the PB-2.
    Similarly the Personal Assistants (PAs) working at ICAR HQ are drawing higher Grade Pay of Rs.4600 in PB-2 whereas the Personal Assistants (PA) working at other constituent units (ICAR Institutes) have been given a lower Grade Pay of Rs.4200 in the PB-2 whereas the nature of work, duties and responsibilities performed by the PS/PAs working at ICAR HQ and ICAR Institutes are similar and equal in all respects. The recruitment rules are also same.

    DOPT had not read the pay commission report. My humble request to the DOPT that some english knowing person may appointed to read and explain the recommendation of 6th pay commission report in respect of Stenographers.

    What a great injustice happening with stenographers of subordinate offices, other than CSSS. They are getting opportunity upto 8700/7600 and subordinate offices stenographers hardly 5400 in their 30 years life. Personally i would like to request to all stenographers posted in subordinate offices come together and knock the door of Supreme Court and in earlier SC said for pay parity whereas identical work. PLEASE COME TOGETHER ALL STENOGRAPHERS OF ALL SUBORDINATE OFFICES AND THINK ON THIS ISSUE.
