Enhancement of Dearness Allowance for CG Staff in 5th CPC Scale
Finance Ministry Yesterday issued an Office Memorandum No. 1(3)/2008-EII(B) dated the 29th September, 2010,regarding enhancement Dearness Allowance for Central Government and Central Autonomous Bodies employees, those who are getting their pay and allowances in the pre-revised scales (5th CPC Scale).
The Dearness Allowance admissible to the said employees shall be enhanced by 16% from the existing rate of 87% to 103% with effect from 1.7.2010

OFFICE MEMORANDUM
Subject:- Rates of Dearness Allowance applicable w.e.f. 1.7.2010 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised scale as per 5th CPC.
The undersigned is directed to refer to this Department’s OM. of even No dated 31st march,2010 revising the Dearness Allowance w.e.f. 1.1.2010 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.
2 The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 87% to 103% w.e.f. 1.7.2010. All other conditions as laid down in the O.M.dated 3rd October, 2008 will continue to apply.
3 The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Sir,
I joined in NGRI(CSIR) lab on 25th May 1981 as contingent lab assistant With Rs.350/-per month. Subsequently joined a sponsored project with Rs.380-640 as senior lab assistant. service extended yearly with increment and 4pc also implemented in my case (Rs.1350-2300). 25th March, 1991 I was absorbed in NGRI regular side and given Rs.1400-2300 scale with out Protecting my basic pay Rs.1560/-. Fixed in the initial Rs.1400/-. Represented several times but of no use. Approximately 9 years of service in the project was not considered for the promotion (assessment) even though Grievance committee recommended assessment in my case, office had not done any thing. Suggest me to what I have to do in this matter. For me 3 years service left for superannuation.
