OFFICE MEMORANDUM

Subject: Modified Assured Career Progression Scheme for the central Government civilian employees – Clarification regarding.

The undersigned is directed to invite reference to the Department of Personnel & Training (DOP&T)’s Office Memorandum of even number dated the 19th May, 2009 on thee subject cited above. Consequent upon introduction of the Modified Assured Career Progression Scheme (MACPS), in view of para 14 of the Annexure-l of the Scheme, a number of proposals/references seeking extension of the Scheme to Central Autonomous/Statutory Bodies under various Ministries/Departments have been received by the Department of Expenditure. The Department of Expenditure has felt that keeping the large number of Central Autonomous/Statutory Bodies in view, it would be appropriate to delegate the power the approving such proposals to the administrative Ministries/Departments concerned. The Department of Expenditure has accordingly approved for extending the benefits of the MACPS to the Central Autonomous/Statutory Bodies under various Ministries/Departments subject to them satisfying the following four conditions:

(i) The earlier ACP Scheme was also implemented/adopted by the said Autonomous/Statutory Body.
(ii) The proposal to adopt MACP Scheme has been approved by the Governing Body/Board of Directors.
(iii) The Administrative Ministry/Financial Adviser of the Ministry has concurred with the proposal.
(iv) The financial implications of adoption of MACP Scheme have been taken into account by the Organisation/Body and the additional financial implications can be met by it within the existing Budget Grants.
2. As per the revised arrangement, the proposal shall be processed by the Financial Advisor concerned in the first instance and subject to it meeting the requirements spelt out at (i). (ii) and (iv) above, he would obtain the orders of the administrative Head/Secretary concerned for approving the extension of MACPS to such a body.

3. Above is brought to the notice of all concerned Ministry/Department in continuation of para 14 of Annexure-1 of MACPS dated 19.05.2009.

    Respected Higher Authorities and Sirs of DOPT,

    I, one of the Central Government employees, working as Stenographer Gr.II am to bring the following for clarification.

    I have appointed as Stenographer Gr.III through Staff Selection Commission in the Year 1983 (On 12/04/1983 (FN) in III CPC with Basic Pay of Rs. 330-560.

    2. After implementation of VI CPC Rs. 1200-2040 and I have drawn the Basic Pay of Rs. 5000-8000 as Stenographer Gr.II and after completion of 24 years continuous service, I got the Grade pay of Rs. 4200/- w.e.f. 01/01/2006 and from 12/04/2007 onwards also I got the Grade pay of Rs. 4200/- only. Even after implementation of MACP Scheme w.e.f. 01/09/2008 onwards, I have drawn the Grade Pay of Rs. 4200/- only.

    3. Am I get the Grade Pay of Rs. 4600/- after completion of 24 years continuous service, which may kindly be confirmed. If so, necessary orders may be mentioned .
    4. I so, i appoint in pay scale of post pre revised (4000-6000)and first promotion 1986 in pre revised pay scale (5000-8000) after scond promotion 1991 in pre revised pay scale (5500-9000) after that third promotion 2003 in revised pay scale (15600-39100)+ gp 5400/-.

    please clarify 3rd MACP DUE OR NOT and in this connection instrution of DOPT orders.

    Respected Sir,
    Persons, who have retired (between Jan 2006 and Sep 2008) before 2nd ACP but after completing 20 years of service, are not getting any benefit (neither ACP nor MACP). At least 2nd MACP should be applicable for such persons with effect from 01/01/2006. This point may please be considered in the anomaly meeting.

  3. I was appointed as LDC on 21st December,1990, I was given 1st ACP in December, 2002 (after completion of 12 years). I was promoted as UDC in July, 2008 but I have not availed the promotion because of transfer. Again I have been promoted as UDC in December, 2010 (in the grade pay of Rs. 2400) which i was taking since 1st December, 2010 (before compilation of 20 years) at Mumbai station & i have accepted the promotion. Please tell me when I will entitle for 2nd MACP after compilation of 20 years & in which grade pay.
    office sys refusal of promotion offered on July, 2008 (one year time barred is to be count for 2nd MACP i.e. I was entitle of MACP on 21st December, 2011 in live of 21st December, 2010
    please clarify the above matter.

  4. Is there any update of increase in Grade pay of LDC & UDC.
    In some of the organisation like subordinate office like ours where there are very bleak chances of promotion. The pay commission has not done justice.

    i appoint in pay scale of post pre revised (4000-6000)and first promotion 1986 in pre revised pay scale (5000-8000) after scond promotion 1991 in pre revised pay scale (5500-9000) after that third promotion 2003 in revised pay scale (15600-39100)+ gp 5400/-.
    please clarify 3rd MACP DUE OR NOT and in this connection instrution of DOPT orders.

    It is my reqeust ot DOP&T/higher authories to scruitnize the case of LDC & UDC’s for upgradation in the Grade Pay’s at least one step up i.e. Rs.2,400.00 GP for LDC and Rs.2,800.00 GP for UDC and almost all the group “D” staff having 30 yeras of service are also having the grade pay of RS.2,400.00 which resulting group “D” and UDC are sailing on the same boat.

  8. i started my services as astt teacher tgt on 09-02-1989 in 5500-9000. on 09-02-99 i have got the scale 6500-20-10500 after 10 years . i promoted on 03-08-2006 in same grade pay . now my grade pay was 4800. but if i were ii old tgt then after 20 yrs my grade pay stans in 5400 . so kindly tell me when grade pay 5400 will be allowed to me by acp.

  9. Please refer para 26 of Annexure-I to DOPT OM No. 35034/3/2008-Estt(D) dated 19.05.2009 regarding MACP. In pursuance to this para whether an official is eligible for next Grade Pay under MACP scheme with reference to officiating pay holding higher post if he is not reverted to his substantive post. Comment please.

  10. my profile is date of appontment is 24 Aug 1987 as a skilled tradesman in the payscale of 950-20-1560. date of promotion to HSG-II in 2nov 1991 in the pay scale of 1200-30-1800.date of remustered to toolmaker in 1997in the pay scale of 4000-100-6000.at the time of re mustered to toolmaker pay has not been fixed and no pay fixation benefit under FR-22 HAS BEEN GIVEN TO ME. please clarify for MACP benifits. I am in the same scale since 20 years I am working in defence unit in bangalore.

    I am working as Upper Division Clerk in a central Govt. school which is an autonomous body. It is highly injustice on the part of Govt., with regard to ACP and MACP. As per V CPC we were elegible for next promotional Grade pay i.e.Office Supdt., after completion of 12 years (ACP), but as per MACP we are elegible for Rs.2800/- GP a huge loss of Rs.1400/- between 2800 – 4200 GP, after completion of 10 years. To get Rs.4200/- it takes 20 years and as per VI CPC. Atleast govt. should do something with regard to this.

  12. I joined the department (GOI) in 1985 as Steno Gr.III and working still Steno Gr. III. What should be my grade pay as per MACP

    I joined service in defence as a senior tranlator (civilian) in grade pay 4200 and after 10 yrs i was granted macp and fixed my GP 4800/- whereas i have come to know that in directorate of defence estate (defence)a junior tarslator’s GP has been fixed 4600 and after the Ist MACP his pay has been fixed in GP 4800/- i mean to say that under macp both a junior and senior translator are getting GP 4800.

  15. I was appointed as Maz in MES . I promoted from Maz to Mate and then Mate to Skilled catgory. At present I am drawing Gde Pay Rs. 1800/- wef 1.1.2006 in PB-1. As per the existing Govt Order all Gp ‘D’ personnel are also drawing Gde Pay Rs. 1800/- in PB -1. Is there I am entitled for MACP and further Gde pay . If so what benefit I may got. I have completed 30 years of my service in MES.

    Dear Sir,
    I am an Assistant Engineer (Gazetted Rank) Group B officer (isolated post) working in a 100% central govt funded autonomous institute and has rendered a service of 9 years with present grade pay of Rs 4,600/-. My first MACP is due in 2012. The grade pay of Assistant Executive Engineer which is next higher post in the heirarchy in other departments is Rs 5,400/-. As this is the case, I request you to kindly intimate the next grade pay (Rs 4,800 or Rs 5,400/-) while granting MACP.

    UDC’s with 24 yr of service prior to 31 Aug 2008 have been granted 4200/- Grade pay. I am UDC completed 24 yrs of service after 01 sep 2008 and I am being paid 2800/- Grade Pay, I will be paid 4200/- only in the form of 3rd MACP ie after 30 yrs of service, hence there is a discrimination. where the duties of all the UDC are the same, the responsibilites are the same, then why this discrimination.

I joined forward Marcket Commission on 25th july 1995 as junior Hindi Translator9(PS 5000-8000).There are two posts of junior Hindi Trnaslator and one Hindi Officer(PS 6500-10500).According to recruitment rule Junior Hindi Translator is having promotion channel to Hindi Officer.I completed 12years on 24 July 2007. Pls suggest my ACP Scale.

    Respected sir, namaste. please clarify me whether teachers working in Indian Railways are entitled to get financial gradation under MACP scheme or otherwise. At present these teachers are covered under Chattopadhya Commission report according to which one financial up gradation is available that is after 12 years of regular service second 12 years up gradation is conditional. so most of the arailway teachers get one financial up gradation through out his service.

  20. Please change the Grade Pay of LDC after 10 years upgradation from Rs 2000 to Rs 2400 at least because it is too less and stand equal to Class IV Employees. So kindly change this system.

  21. I was appointed as LDC on 12-10-1984 and got the promotion as UDC on 4-5-1998 and after completion of 24 years of service, i was given MACP in the grade pay of Rs.2800/-(only grade pay difference given) Benefit of 3% increment not given me, in my view 3% increment should be given on MACP.

    i joined in department on 04.12.1982 as LDC and i got promotion as Steno Gr.III on 30.06.1989 then i got promotion as Inspector and reported on 30.04.1994 till today. So far no ACP was given. Kindly let me know when i will get ACP-I AND ACP-II- YOURS GOWRI SANKER

  24. I have completed 24 yrs in the month of march 2008 and got first ACP from 1999 but instead of 2nd ACP they gave me MACP. Is this justified?

    I was appointed on Sep 1984 as LDC due to non availability of vacancies of UDC in our small organisation, I am still serving as LDC I was granted 2nd ACP wef Sep 2008 on completion of 24 years service in the pay scale of Rs.5000-8000(pre revised),PB-2 with Grade Pay Rs.4200. Unfortunately the MACP applicable wef 01 Sep 2008 and My Pay was fixed in PB-1 with Grade Pay Rs2800/-. In future also there is no scope for my promotion. I will render my complete service of 42 years in LDC Category only. For my best service I have awarded commendation cards by the competent authority also. May I request whether Govt. can consider my case for granting higher pay scale as a special case.

    AGAIN PROMOTED AS AF FM29/11/2001 RS/ 6500/- AGAIN JWM 7450/-
    HOW I WILL GET ACP AND MACP B ECAUSE AS ON TODAY AS PER 6 CPC IGOT ONLY ONE PROMOTION
