CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit JAMMU KASHMIR

On 25th May 2010 , a news on this matter was published in this website. Now DOPT issued an Office Memorandum dated 18-6-2010, which enables all Central Government Employees to go to Jammu Kashmir by Air through availing LTC.

According to the Office Memorandum dated 18-6-2010, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following Scheme:-

(i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home Town LTC.

(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.

(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi Amritsar will have to be undertaken as per their entitlement.

(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.

(v) This scheme shall be effective from the date of issuance.

The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit

Government employees to travel by air to J&K as per the following scheme: –

(I) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home Town LTC.

(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.

(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.

(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.

(v) This scheme shall be effective from the date of issuance.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. In their application to the staff serving in the Indian Audit and Accounts Department, these orders issue,consultation with  the Comptroller and Auditor General of India.

14.Whether airfare of children whose full fare is charged by the airlines is reimbursed?If full fare has been charged by the airlines and paid by the Government servant the same will be reimbursed.
15.Can a Govt., servant use the service of travel agents for LTC purpose?Yes, but it should be limited to M/s. Balmer Lawire and company and M/s. Ashok Travels andTours.
16.What is the definition of family for LTC?For LTC purpose, family consists ofi) Spouse of the Govt. servant and tow surviving unmarried children or Step childrenii)Married daughters, who have been divorced, abandoned or separated from their husbands and widowed daughters residing with and wholly dependent on the Govt. Servantiii) Parents and/or step parents residing with and wholly dependent on the Govt. Servant

 

 

iv) Unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands and widowed sisters residing with and wholly dependent on the Govt. Servant provided their parents are either not alive and  are themselves wholly dependent on the Govt. servant

17.What are the dependency criteria?A member of family whose income from all sources, including pension, temporary Increase in pension does not exceed Rs.3500 from 01.09.2008 and Dearness relief thereon is deemed to be wholly dependent  of the Government servant
18.Can parents/children residing at other places avail LTC to visit the Govt. servant at Headquarters and go Back?No, reimbursement of LTC claims being restricted to the entitlement for journey between Headquarters and place of visit, the amount reimbursable in such cases is nil.O.M.     1. The new LTC rules are mandatory for fresh recruits(those who have joined before 2008) or old may be opted out since I have not taken LTC from 2009 onward and i want to take All India LTC in 2012.

  8. Try to avail the conversion of Home town before the end of this Years,since the grace period for the first block of two years ends with this year.then you can avail the All India LTC in Next block of two tears

    As per guide lines, purchase of LTC tickets by govt authorised agent,Okay but can govt authorised agents provide accomodation and travel arrangement at tour station? If No then as per my opinion nobody will purchase the LTC ticket from govt authorized agent which is inconvenience for all govt employee.
    Central govt is going to develop the North East Region and Jammu and Kashmir hence providing finance facilities like LTC reimbursement to employees for NR and J&K which is insufficient to govt employee.
    I request to central govt.,kindly provide finances for accommodation and travel expenditure also at tour station for smooth functioning of LTC travel regarding North East Region and J&K etc.to govt. employee to avoid inconvenience. Due to strict compliance every govt employees are heartily thinking that govt is only providing air ticket cost why should we manage unnecessary/additional expenditure for the travel why not to travel to my native place? Everybody is awaiting for whole package declaration which is really helpfull for either air india as well as destination and individual govt employee.

    As per govt guide lines, to purchase of LTC tickets by govt authorised agent, but at tarapur area there is not available any office of govt authorised agent which is inconvenience for all govt employee to purchase LTC tickets. Can central govt employer start any LTC ticket counter for the same or to authorize any authorities to issue LTC tickets to avoid inconvenience in future? If No, then travel expenditure from Tarapur to Mumbai and back for purchase of LTC tickets is reimbursable?

    Sir, I am a serving defence personnel drawing a grade pay of Rs 4600/- pm. My family is staying in Bangalore and I am entitled for 2 LTCs either to selected place of residence (SPR) or home town. I am entitled to travel in 2nd AC Rajdhani/Shatabdi Exp. As per rules in vogue, non-entitled personel can perform the journey by air and can claim the Radhani fares directly connected by Rajdhani/Shatabdi Exp. Rajdhani exp is running between Jammu and Delhi and further Delhi/H Nizamuddin and Bangalore. However, Principal Controller of Accounts (Fys) Kolkata is not admitting the claim for Rajdhani fares stating that the places are not directly connected by Rajdhani Trains. Are the reasons explained by the PC of A (Fys) Kolkata are valid or should I there is any authority in support of my claim.

    My home town is NELLORE district in Andhrapradesh and the nearest airport is Reniguntta(TIRUPATI). My administrative officer is telling that i am not admisable/eligible to travel by AIR as the airport(Reniguntta)is 122 km ahead of my hometown and hence i am asked to perform LTC by train.

    c) Reimbursement of money receipt/cash memo restricted to Rs 300/- per day on working day and LRP @ existing rate on holiday/leave instead of food bills not exceeding Rs 300/- per day as per FR SR-part II Travelling Allowances – 51 (1). Amount claimed are not more than the amount admissible as per said FR SR.

    I am an employee of Central Reserve Police Force with grade pay of Rs. 6600/-, and My family have availed LTC-2008-2009 (Two Year Block) facility and travelled from Agartala (Tripura) to Delhi by Indian Airlines and due to non availability of Reservation in Train, they proceed their journey from Delhi to Ajmer (Home Town) by STATE ROAD TRANSPORT CORPORATION BUS. Should I get my claim for Roadways Bus fare restricted to the Rail fare from Delhi to Ajmer, even though these places are well connected by trains.

    for eg, if an official availed 2006-2007 block extended (2006-2009 extended) , then he can avail ltc for 2008-2009 extended block.

As per declaration my Home town is Chennai and I am working in Hyderabad. Kindly suggest.

    I am a Group ‘B’ Gazetted officer with a grade pay of Rs 4,800/- and have been posted in my home town. Hence, it is not possible to avail hometown LTC to travel by Air to Northeastern states/J&K. Is it possible to avail travel by Air scheme to J&K on ‘Any where in India’ LTC scheme for the block period 2006-2009. Kindly reply.

    I want to visit Vaishnodevi Mandir as per new LTC relaxation rule. I want to know that, there is no transport facility from Jammu to Man Vaishnodevi Mandir. Can I avail helicopter service from Jammu to Vaishnodevi Mandir ? Is it admissible, my Grade Pay is Rs 4800.

Ref to the Conversion of Home town LTC to the J&K; LTC to the home town shall be modified with the special provisions for the specefic purposes ,In this case also the permission may be granted on this specefic case basis to the employees working in their home town,so that the maximum benefits can be availed to this relaxation and employees working in their home town shall not feel deprived.

  68. I am a DRDO employee of 4200 Grade pay(Class B,non Gazetted).I joined DRDO in 1st Feb 2007.My home town is Kolkata & working in Maharashtra.
    Now my question is
    1)Am I comes under New LTC Rule for newly joined Employee.
    2)Am I entitled for CCS LTC 80 for North East Region (Travel By Air) by
    converting one year(not block) of my Home Town Ltc to NER.
    3)Am I entitled for above rules (CCS LTC 80) by converting All Over India to North East Region(Travel By Air)

  71. with Raference to the OM No.31011/4/2007-Estt.(A) Dated 14-5 2008 the following has been clarified.

    Whether a Government employee who has already availed All India LTC is entitled for LTC to visit NER in terms of O.M. dated 2.5.2008?

    A Government employee can avail LTC to visit NER by conversion of one block of home-town LTC, if the same is available. However, the Government employees whose headquarters and home-town
    being same are not entitled for home-town LTC and the question of conversion of home-town LTC into LTC for NER in such cases does not arise.
    But this doesn’t mean that the Government employees whose headquarters and home town being the same are not entitled to All India LTC to NER.But many govt departments are not allowing their staffs to avail the above said special concession.

Hence, it is not possible to avail hometown LTC to travel by Air to Northeastern states/J&K. Is it possible to avail travel by Air scheme to J&K on ‘Any where in India’ LTC scheme for the block period 2010-2013. Kindly reply.
