Will the Minister of
FINANCE be pleased to state:-

(a) whether there is any provision to pay gratuity as pension benefit to the employees of the States and Union Government under the National Pension System (NPS), 2004 and if so, the details thereof;

(b) whether such State Government employees who have retired but have not received their gratuity benefit as the State Governments including Jharkhand have not received any notification of the Union Government to this effect and if so, the details thereof;

(c) whether the Union Government proposes to issue a new pension manual to various States in this regard; and

(d) if so, the details thereof and the time by which the said manual is likely to be issued?

ANSWER

The Minister of State in the Ministry of Finance

(a) & (b)The retirement gratuity and death gratuity in respect of the Central Government employees appointed on or before 31st December, 2003, are regulated in accordance with the provisions of the Central Civil Services (Pension) Rules, 1972, or corresponding rules applicable to All India Services, Railway employees, and Defence personnel.

Orders issued vide Department of Pension and Pensioners’ Welfare’s O.M. No. 7/5/2012-P&PW (F)/ (B) dated 26.08.2016 provide that the government employees appointed after 31.12.2003 and covered by the National Pension System shall also be eligible for benefit of retirement gratuity and death gratuity on the same terms and conditions as are applicable to employees covered by the Central Civil Services (Pension) Rules, 1972.

(c) & (d) There is no proposal in this regard.
