Pay Parity for Defence Personnel in Seventh Pay Commission

The three Services, in the Joint Services Memorandum submitted by them to the Seventh Central Pay Commission have projected following major parity issues:

• Review and enhancement of Grade Pay of Service Officers and Personnel Below Officer Rank (PBORs);

• Initial Pay fixation of Lieutenant Colonel, Colonel and Brigadier equivalents;.

• Placing of all Lieutenant General / equivalent in Higher Administrative Grade + (HAG+) scale;

• Grant of Non-Functional upgradation to Defence Services Officers; and

• Common Pay Scales for Junior Commissioned Officers (JCOs) / Other Ranks (ORs).

The principle of One Rank One Pension has been accepted by the Government. The modalities for its implementation have been discussed with various stakeholders.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Ajay Sancheti in Rajya Sabha today.

    How many raised points are in favour of PBORs? Where is the respect of the oaths taken on the name of constitution? Thanks God, we have a civilian government. I request to PM sir, please discard all the colonial rules and more involvement of civilian officers on the defence matters. I have seen three pay commissions and every successive pay commissions have degraded the status of the PBORs. I can’t hope anything from this pay commission also. Ultimately the PBORs are not going to get anything. The demand for increase of MSP for the JCOs is an afterthought. Well calculated move. If out of ten demands this demand is not accepted by the government, the rest nine demands will benefit only a particular community.
    I have full faith on our PM and DM sir and also on all the bureaucrats. Please implement the 7th pay commission for the poor veterans as early as possible. We are in dire need of money to run our family as we get very very less pension and few thousands rupees as arrears will be always beneficial for us.

    N.B: I also request the electronic media, don’t always write articles for the officers. Think for the poor PBORs and write some articles for them also. You will get more respect and the poor veterans will talk about you. Straighten your backbone and be impartial always and every time.

  3. I never understood why every pay commission has degraded the status
    and pay of the Technical Airmen (especially Sgts) in the Indian Air Force
    Technical Airmen in the Indian Air Force are either a civil diploma holder or 10+2 in Science and thereafter undergo technical training in their respective training institutes. Although the qualification they achieve after completion of their training is equivalent to a civil diploma engineer, but the reason is
    unknown why the technical Airmen (equivalent to civil diploma engineers) are placed in the lowest pay band (5200-20200) with a ‘X’ group pay of 1400 rupees only, after completion of their training. Whereas the civil diploma holders are directly placed in Pay band – 2 with a Grade pay of 4200/- rupees. This is totally injustice with the technical airmen.
    Further, a civil diploma engineer becomes equivalent to a Degree in Engineering and gets
    promoted, at least, to the position of an Assistant Engineer, or an Engineer in 10 to 12 years. The salary
    also increases considerably. But for a technical airman, even to get a diploma engineer’s scale, he has
    to complete a minimum of 13& ½ years of service, clears all the requisite service promotion exams and become a SGT (Senior non commissioned officer). Yes, this the rank, from when, a technical airman becomes eligible to get a diploma engineer’s scale. You may laugh, but, wait. There are more things need to be said. Does he get the actual diploma engineer’s scale then also? Let me compare and the
    picture will be cleared to all of you.
    Pay of civil diploma holder in 5th Pay Commission: 5000-150- 8000 / Pay of technical SGT in 5th Pay
    Commission: 4670-85- 5945. Later upgraded to 5000-100- 6500 (Reason? to give less pension?)
    Pay of civil diploma holder in 6th Pay Commission: 9300-34800 with a grade pay 4200/ Pay of technical
    SGT in 6th Pay Commission (fact but true) :- 5200- 20200 with a Grade pay of Rs. 2800.
    Why this sort of discrimination and injustice? There can’t be any argument that higher ranks deserve higher pays. But does that mean the subordinate staffs need to be paid less? Moreover, what does the ‘Military Service Pay’ means? The JCOs & the other ranks placed below the Commissioned officers are less military than the military nursing staffs? Are they combatant? Why a non combatant staff will get more MSP than a combatant personnel? Will the commissioned officers allow this type of injustice with themselves? The JCOs and the other ranks are also central government employees. They can’t form an union. Even some of their fundamental rights are restricted. Please think for them also. They also need to be
    looked after. Is there anyone who is listening? The world is watching at us!

    1. I am working in Indian Air Force as Corporal and i just want to express my dissatisfaction on the issue of Military Service Pay.
    2. MSP was a very nice concept but the way it was introduced was very disheartening, it is for the hardship and the toughest condition Military personnel faces and when we use Military Personnel it includes all starting from Officers to PBORs. Hence it should me made equal.
    3. it was thought that the 7th Pay commission will throw equal light for MSP for all Ranks but it is very unfortunate that rather than solving the issue it has widened the Gap of MSP .Initially the difference was Rs 4000 and now this difference will be Rs 10400 if approved by the Govt.

It seems that the Honourable Justice A Mathur has taken it like the other allowances and multiplied the present MSP with 2.57 times , nothing better can be expected from him because he is a Civilian but now the Onus lies on Our leadership to justify and to keep the decorum and Sanctity of MILITARY SERVICE PAY, as it will keep on reminding us the two very important things:
    a) We all are equal among our organisation irrespective of Ranks as we all are here for the same Cause Protection of Nation.
    b) We are different from Civilians

    MSP is the allowance for difficulties faced by a soldier and it is evident that PBORs face more difficulties than officers,therefore, disparity MSP is injustice.

    SIR BUT MSP 1000 ONLY,

    Difference in basic pay is too much among PBOR and offrs…why??? MSP and field allowance should be equal…. while maximum the PBOR r performing the CI and fd activies …and the offrs are availing the facilities of sahayaks and transportation’s more than authorization ….

  8. Dear sir please also notice that the MSP is given to us, it should be same (too much difference in between different ranks) and should also keep eye on the grade pay, it is very low for persons below officer rank in Army.

    Sir….I have been serving in General reserve Engineering Force under ministry of Defence bearing grade pay:1800/-rupees and basicpay rs:6090/-only. So may i know about my basic and grade pay respactively after having announcement of 7thpay commission.

  11. it is a big problem to take promotion in Army medical corps. Due to non promotion a large number of DVR, AA & other non tech catagory have gone retairment in the rank of sepoy at young age. on the other hand a tech soldier in the same lenth of service is serving with smile in the rank of Havildar or JCO. my question is that why promotion criteria can not be like Air Force in Army medical corps as time scale whereas all soldier of AMC doing their own trade work ? why deffer

  12. MSP should equal for all ranks’ 6th pay commission ignore this but in this commission please take a good decision.

    Sir I am a defence personal working in IAF., sir I kindly request to look in to matter judiciously and do justice in our matter in terms of pay and allowances at present the disparity is highest and it is affecting to morale of the force very badly esp in sergeant rank. This is reason for the people to leave force in high number after intial engagement. And also due to harassment by the superior ranks (officers). Thanks.

    in the indian air force sgt or havildar is drawing gradepay 2800/- also gp iv nc(e) like laskar , s/wala, etc drawing gradepay of 2800/- in 24 yrs which is unforseen in the history.
    kindly put up points for upgradation our status like civilian in the grade pay. civilian ldc is being promoting after 8 yrs then 5 yrs is achievuing 4200/- but there is no one to lookafter our pain or insult which we are bearing any time.
