The Order for granting one Increment is Expected by First week of March 2012

Sources close to the DOP&T informed that the issue of granting one increment to the government servants, whose increment date falls between February 2006 and June 2006, has been forwarded to Finance Ministry for its approval. According to the sources, the Finance Ministry gave its approval to this proposal as agreed by the Government in the National Anomaly Committee.

The Federations representing National Anomaly Committee approached the Government to issue the order very soon, since the decision of granting one increment to the govt servants was taken in the National Anomaly Committee on 5th January 2012. It is believed that the federations were informed that due to the ongoing Elections for state assemblies in some states, issuing order is delayed. As per the Election Schedule the elections for state assemblies for 5 States are commenced on 28-1-2012, and the 6th phase of U.P and Goa State assembly elections will be completed by 03-03-2012. So, keeping in view of the above, we can expect that the order for Granting one increment to the Central Government Employees may be issued in the first week of March 2012.

According to the decision which is agreed by government in National Anomaly Committee, the govt servants will be granted one increment in the pre revised 5 CPC scale on 01-01-2006, and then it will be multiplied by 1.86 and the pay in the Pay Band in the 6 CPC will be fixed accordingly.

  1. I have joined on Rly Service on 17-01-2006. My 1st increment was given on 01-07-2007. I.e. after one and half month after.
    Though I was given an increment on 01-01-2007. Whether I am entitled to get that Notional increment? I am facing monetary loss every month.

  2. Now the elections are over and 6 months have already passed but no order from DOP & T regarding grant of one increment issued. How much time we have to wait Sir.

    Sir, A good suggestion to carry forward, that an employee due for retirement on superannuation may be granted one increment if he crosses the halfway mark from the date of last increment before retiring on superannuation.

    I am joining in the Central Government service on 01.05.1984 on Ad-hoc basis. My services were regularised on 18.12.1986. i have got 1st ACP 09.08.1998.Then 2nd ACP due in 1.05.2008. But I have got 2nd MACP 01.09.2008.Please clarify whether it is correct or not

I have joined on 5400 grade pay on direct recruitment basis in Pay band 3 in feb 2008 and before that I was in 4200 Grade pay scale Pay band2in same department My increment in old scale was on 1st may. but due to fixation in new grade i missed 2008 increment. so my service continued but my increment after in old scale on 1st may 2007 was then next on 1st july 2009 only. what to do guide me pl.

    Sir, This is a very pertinent point to be considered. I am working as Asst.Supdt., of Post Offices, in india posts. I will also due to retire on 30-06-2012. My case is also like this.
    I wish to add a point that the persons joined in central govt. services upto December is eligible for the drawal of increment on the 1st July of the next year itself. ie., If a govt.servant joined in CGS on 31-12-2011 he is eligibe for increment on 1-7-2012 ie. within 6 months. Then why the same yardstick could not be applied for the persons retiring from CGS. Hence it is better to demand the govt.servants retiring on superannuation completed 6months of service after the last increment, they may be given a notional increment and their pensions benefits should be given accordingly. ie. persons retiring from Feb to June may be given this entitlement.

  14. GRANT OF NOTIONAL INCREMENT AS MAY BE DUE ON THE FIRST DAY OF JULY FOLLOWING THE SUPERANNUATION FOR COMPUTATION OF EMOLUMENTS / AVERAGE EMOLUMENTS FOR PENSIONERY BENEFITS.

    I joined service on 27th July, 1967 and after having rendered 41 years and 11 months,
    I retired from service on 30th June, 2009 from Heavy Vehicles Factory, Ministry of Defence, Avadi, Chennai-600 054 (Tamil Nadu) (in the grade of Chargeman (NT), Pmt No 881593)

    Under the provisions of CCS (Revised Pay) Rules, 2008 increment of employees is admitted from the first of the July each year and under the provisions of FR-56 (a) every Govt. servant retires from service on the afternoon of the last day of the month in which he attains the age of 60 years.

    I was due for my next annual increment on 1st July 2009 ( succeeding the month of June in which I superannuated (afternoon of last working day of the month). In my case even though, I had served for 12 months for which I had also drawn full pay and allowances and thereby became entitled to earn increment, but for my superannuation on the last working day (i.e. on 30th June, 2009), I could not get increment of pay which it is due on the next working day i.e. 1st July, 2009. Consequently the annual increment due to me on 1st of July 2009 is not reckoned either for computation of emoluments / average emoluments for my pension/family pension, retirement gratuity, and encashment of leave etc.

    These 6th CPC provisions evidently are quite harsh and unjustified as the individual retired by the close of the office on the last working day of the June but could not earn next increment due on 1st of the July but for his retirement / death even though he / she served for 12 months with pay and allowances and draws less pension equal to 50% of his last increment of pay. This is what exactly happened in my case.

    It is requested that in relaxation of rule 33 and 34 of CCS (Pension), Rules, in the case of the Government servant who retires on the last working day of June after the close of the office on the last working day of June, should be sanctioned notional increment of pay as due on 1st of July next and considered notionally qualifying for computation of emoluments / average emoluments for superannuation pension/family pension, retirement gratuity end encashment of leave under Rule 39 and 39-A of CCS (Leave) Rules.

    Accordingly, Ministry of Personnel, Public Grievances & Pensions, D/o Pension & Pensioners Welfare (DOP&T), New Delhi is requested to intervene in the matter and issue suitable directives for grant of notional increment to me which was due on 1st of July 2009 for the purpose of calculation of average emoluments / emoluments for all purposes including pension / family pension and encashment of leave etc. at the earliest.
    In this connection, I would also request Ministry of Personnel, Public Grievances & Pensions, D/o Pension & Pensioners Welfare (DOP&T), New Delhi to refer its letter dated 12/08/2011 (Regn Number No P&PW/P/2011/04416 addressed to Shri D K Tyagi, Director (Pension) D/o Defence Production & Supply, Room No 313, A Wing, Sena Bhawan, NEW DELHI-110001
    I remain hoping to receive an early positive reply from the concerned Department.
